One of three investment professionals called on for comment, Francis observed that many small-cap companies are critical suppliers of the AI revolution and are benefiting from the ongoing effects of the 2021 Infrastructure Investment and Jobs Act (IIJA).

He also made the case that ongoing small-cap leadership is rooted in the favorable combination of relatively low valuations for small-cap versus large-cap and the forecast for higher small-cap earnings.
